Abstract : Represents the monetary policy adopted by the Central Bank and the implementation mechanisms of the most important components of economic policy, because of their significant impact on all aspects of the economy. There was controversy in critical thinking at the end of nineties the role of the legal reserve balances of depository institutions and funding for his role in facilitating the work of monetary policy and its impact on achieving the objectives of economic policy, monetary stability and economic growth. Like any scientific debate, differing views between the supporters of reducing the reserve ratio as it does not require the operations of monetary policy, the traditional complex, in addition to the possibility of using reserve funds to provide the necessary liquidity and reduce the cost of credit, and the opposition to this directive with care to stay on those ratios. The present study aims to present theoretical and practical aspects of this topic to discuss the means of modern banking, applied by some developed countries in the exercise of monetary policy effective in increasing the funds available for lending, in addition to reducing the costs of funding available for investment.
