Abstract : Aims of this research to the statement of the elements of trade in services through the most important elements and the most prominent properties, which include labor market, the Gulf and the petrochemical industry in terms of international competition and the trend towards unification of European markets and the extent to which manufacturing Gulf to foreign markets with the consideration of the importance of consulting engineering from this perspective. The researcher believes that the trade in services appear to be more Thsda in-kind goods exclusively because they do not arise only from the efficiency of the regulator highlighted the performance and skill of the amount of decision-making and the ability of a positive real innovation. This and the conditions essential to break into global markets only change the International Economic Relations to create the composition of international emerging and developed mechanism has made it a corporate-going national pattern recently in the international relations of security, where the struggle for trade in services but in terms of the field and style rules of the game taking place under the guise of the movement of capital money and technology to deal with.
